In the US this would be one giant electrical code violation, as the main household wiring isn't protected from damage, the cables pose a trip hazard, the cables are unsupported with any sort of strain relief, the conductors llok too small to carry any serious current and there isn't an seperate ground conductor.

So if I have an $1800 IEC power cord (which I make for $7 in parts myself normally, $15 if I want indestructible "Hospital" grade parts ), then I obviously need a really expensive outlet to plug it into.

Well first off, if the electrical panel for the building is located in the bathroom, that is a violation of section 240.24.E of the 2005 National Electrical Code that forbids the location of primary overcurrent devices from being located in bathrooms.
